Many of us don’t know that our current water administration approach exposes Elk Springs owners to significant financial and legal risks - we are unable to get sufficient liability insurance for our water system.
A Water District’ is being proposed to fix this. Districts have access to pooled insurance programs to reduce these risks.
A District's purpose is simple: to provide reliable, sustainable water and protect the water system - for Elk Springs and the neighboring communities who share our water rights.
Water Rates
In the proposed district, rates will shift from tiers to use-based – that means that you'll pay for what you use (like your other bills)

Proposed Rates
There are basically three parts to water fees: usage, system fees, and capital reserve fees.
We all share our water rights. Since some users aren't connected yet and others have existing contracts, each users' fee structure reflects their circumstances more equally. This is best practice when establishing a water district.
Our water rates will shift to a 10,000gal tiered system, which aligns with more than 80% of water users current use patterns
